Consider this a little slice of our very own Federalist Papers. First I'm going to post a bit more detailed description of our leadership positions. After that, I'm going to explain how the leadership is going to function in conjunction with the membership.

Who is The Council of the Republic?

As described in the Constitution, the Consul is the executive office of the alliance. The Consul's job is to advise the Senate and work on its behalf as well as function as a singular voice for the Republic. Most of the Consul's decision-making powers are limited by the Senate, however the Consul does appoint Senators, Prefects and the Praetor to their respective Senate Committees. Ambassadors are also appointed by the Consul.

The Praetor is our equivalent of a Vice-President. The job involves helping the Consul manage the alliance and severing in the Senate as President of the Senate. Like the Consul, the Praetor's decision-making powers are limited, though the Praetor does sit on a committee. As President of the Senate, the Praetor casts the tie-breaking vote when needed.

Prefects are local versions of the Consul. To continue the analogy, a Prefect is a Governor but instead of running a State, the Prefect runs a Legion (cluster) or a wing. The day-to-day operations of a Legion is the responsibility of the Prefect. They both server on a Committee in the Senate and carry out the orders of the Senate for their Legion. For example, when a call for troops comes down from the Committee of Alliance Security, it is the job of the Prefect to marshal the forces in their Legion. Prefects have no term limits but a vote of the Senate can call for Prefect elections.

These are the backbones of the alliance. They are the decision makers. Elected to seven week terms, Senators server on one of the four committees (offense, defense, diplomacy and internal affairs) with one other Senator and either a Prefect or the Praetor. It's their job to make the decisions in their respective committees. They can serve as many terms as they want and currently we have eight spots for Senators.

Given the nature of building an alliance, the Ambassador is the person in the wing who has the Embassy. The Ambassador also represents their wing to the Consul. Ambassadors can run for the office of Prefect or Senator.

How Does The Council of the Republic Work?

As mentioned above, the Senate is the decision making body. For example, there's been some talk about coming up with an economic plan that will help some of our smaller members grow faster. This decision would be made by the Committee of Republic Affairs. Once the CRA makes their decision, it's approved by the Consul before being passed onto the Prefects, Praetor and Ambassadors for implementation. It should be noted, that "approval" does not mean the Consul has veto power over every decision. The "approval" is a means of keeping the Consul (and the rest of the rest of the Council of the Republic) in the loop.

For all the committees there is both a closed forum for the elected members of that Committee and a public forum. The public forum is used for alliance-wide discussions of issues at hand. The closed forum is for the Committee to work out their various decisions. For the moment, the closed forum is only open to the Committee members. However, the Committee can decide to open the the forum for all members to read. In fact, the Committee decides how their own Committees are run and how it interacts with the alliance.

The Committee of Alliance Security
The CAS handles the over-all defense of the alliance. During times of peace, their job is to identify external threats to the alliance as well as come up with plans to defend our alliance. During times of war, their job is to lead the coordination of defensive forces. This is the committee you contact if your villages are under attack. You also tell your Prefect and/or Ambassador if you're under attack. For all intensive purposes, members of the CAS should be addicted to the alliance attack logs. Prefects and Ambassadors also need to keep the CAS up-to-date on the various attacks in their own wing's attack logs.

The Committee of the Army
The COA handles the alliance's offensive attacks. Anything that needs to be attacked is organized by this committee. Mostly this is going to be coordination of farming, but when a war breaks out (and it will), it's the job of the COA to identify targets for the alliance and to help organize offensive forces. Given the enormity of taking an alliance to war, the COA would probably need to call upon other members of the alliance to help with the war planning efforts.

The Diplomatic Committee
There's a lot going on in the world beyond our little villages. The DPC is the group charged with keeping our relations with other alliances on good terms, getting other alliances to help us at times of war and managing alliance mergers whenever we bring in a new alliance. Given the nature of the game and the status of the Consul, the DPC works closely with the Consul when dealing with other alliances.

The Committee of Republic Affairs
The CRA is something of a catch-all. The most important task for the CRA are economic issues (trade, building the Embassy, helping smaller players grow). However, the CRA is also involved with recruiting new players, settling internal disputes and advising the Consul and Praetor on alliance structure.
